No. Seriously, there is a difference. I even read linguistic article about it ))
The difference is simple:
- you should say "boobs" -- when you can't see any evidence of nipples, i.e. there is a bra under outerwear;
- you should say "tits" -- when you can see some hint on existence of nipples, even if it's just high spots on dress, i.e. there is no bra under outerwear.
In that article also was described "breast", "bosom", "gazongas" and other. Unfortunately I've lost link
